Chirac: Water May No Longer Be Free

PARIS (AP) - Unable to pry major new funding from richer countries, a U.N.
conference on water meeting in Paris has suggested it may be time to admit
that water can no longer be provided for free in many countries.
French President Jacques Chirac, the keynote speaker at the U.N. Conference on
Water and Sustainable Development, said the world's water shortage will worsen
without dramatic change.
``Are we going to allow the 21st century to be the century of water wars?'' he
said Friday.
But even Chirac, who initially proposed the 84-nation conference, offered in
his keynote speech only vague technical, training and construction assistance
and no major government programs.
Chirac estimated that $400 billion is needed to head off the millions of
deaths every year from a lack of clean drinking water. He called for new ways
to encourage ``collective investment by guaranteeing sufficient returns.''
[Note:``collective investment by guaranteeing sufficient returns.'' means
make water a commodity from which investors can profit. It is bad enough
that we allowed much of the world's food supply to be turned into a
mere profit item for corporate investors, now they have their sights
set on water. Does this mean if you have no money to buy water, you can
just go ahead and die of thirst? Because in market capitalism, if you
don't have the money to buy from abundant supplies of food, you can just

At a news conference, a panel of officials avoided specifics but underlined a
controversial new concept in many countries: that water can't be free anymore.
Sekou Toure, high commissioner for water in the Ivory Coast, said ``people at
least have to pay something for water service'' but added that any new burden
should be gradual to stave off rioting over water.
``It's almost impossible for us to provide water for free. It is not
sustainable,'' he said.
The three-day conference at the Paris headquarters of the U.N. Educational
Scientific and Cultural Organization aims to work out strategies to improve
water quality and use the vanishing resource more efficiently. The conference
was to end Saturday.
At least 5 million people die each year as a result of filthy drinking water -
and that the toll will worsen without action, officials said. A recent World
Bank report found that only 40 percent of the world's population has enough
water.
