Gore Remembers Office Losing E-Mail

NEW YORK �� Facing a Republican inquiry into missing e-mails,
Vice President Al Gore said Tuesday he remembers his office
losing three days of e-mails and the problem getting fixed after
he asked aides, "What in the world happened?"
Congress has been investigating why the White House failed to
archive and review thousands of e-mails to determine if they
should have been turned over under subpoena to investigations
ranging from fund raising to Whitewater and Monica Lewinsky. With
Gore running for the presidency, the focus has shifted recently
to the e-mail system in the vice president's office.
"I remember the system, the computer system, breaking down and
losing three days of e-mail," Gore said in an interview with The
Associated Press between campaign stops. "I remember asking them,
'What in the world happened?' and it was in the nature of saying,
'Please don't let that happen again.'"
With a chuckle, Gore said he was concerned that the e-mails were
lost with no backup system. "The answer I got was verbal
assurance that they had fixed the problem and it wouldn't happen
again. And it hasn't happened."
The interview marked the first time Gore has commented on the
issue since the White House revealed last week that some e-mails
in his office from 1998 and 1999 may no longer exist because they
were not captured on computer backup tapes.
Rep. Dan Burton, R-Ind., who is leading the inquiry, called the
White House disclosure "the latest outrage" in the case of the
missing e-mails. He said a witness recently told the House
Government Reform Committee that she wrote Gore a memo at the
vice president's request in April 1999 about e-mail in his office
not being properly archived.
Gore told the AP he didn't recall seeing any such memo. He said
he first learned of a broader e-mail problem � one that went
beyond the loss of three days worth of notes � "in the
newspapers." He said he couldn't recall exactly when the computer
system broke down.
In the wide-ranging interview, Gore also:
�Said he believes DNA testing should be required of old evidence
in death penalty cases, saying it would be a "double tragedy" to
convict an innocent man and leave the murderer afoot. A bill
before Congress that would require DNA testing also forbids the
federal government from imposing the death penalty in states
without capital punishment; Gore, a death penalty supporter, said
he would not support that provision.
�Objected to plans by the National Rifle Association to place a
theme cafe in midtown Manhattan. "It's a family relocation
reclaimed from an earlier era when there was a lot of violence in
Times Square," he said. "I think that if you're just asking me my
preference I think it's the last thing we want" here.
�Said an "aggressive" administration inquiry will get to the
bottom of soaring gas prices in the Midwest. "I don't want to
comment on an investigation of that kind but if evidence is
uncovered of price gouging, there should be strong action."
He said the United States will continue to impose "pressure and
diplomacy" to get higher output from the cartel of petroleum
exporting countries.
In the vice president's office, computer contractors failed to
schedule a back up of the computer "E" drive. However, some of
the e-mails may be available from any paper copies that staffers
kept and any messages staffers stored on their individual
computers.
Some of the e-mails also may be available on backup tapes for the
main White House computer system. Some Gore staffers' computers
were tied in with a computer archive, providing another possible
source for at least some e-mails.
The e-mail system in Gore's office is separate from the main
White House computer system, where an e-mail archiving problem
has led to missing message traffic for a period of more than two
years starting in August 1996.
