Despite Israel's cancellation of its planned sale of an advanced
radar plane to the Chinese air force, the Asian giant's military
still plans on working closely in the future with both Israel and
Russia to further modernize its armed forces.

In late July, the Clinton administration announced that Israel
had canceled the sale. The People's Liberation Army Air Force had
selected Israeli defense contractor IAI to supply the Phalcon
airborne radar system with an estimated value of over $250
million.

According to a senior defense analyst, Israeli Prime Minister
Ehud Barak gave into Clinton administration pressure to cancel
the radar-plane deal during intense negotiations with PLO
representative Yassar Arafat.

"This whole episode was both regrettable and avoidable," stated
Richard Fisher, a senior fellow at the Jamestown Foundation. "The
Clinton administration has known since 1996 about the Phalcon
deal with the Chinese air force. At almost the last possible
moment, President Clinton did something right and put pressure on
Israel to cancel the deal."

According to a 1998 report on the Chinese military by the General
Accounting Office, Israel had "agreed to sell to China its
Phalcon airborne phased array surveillance radar, which, if
fitted to a Russian airframe, would provide China an airborne
warning and command system."

The world's premier airborne radar plane is the U.S. Air Force
Boeing E-3 Sentry AWACS or airborne warning and control aircraft.
The E-3 Sentry provided control for thousands of allied aircraft
during the Gulf War and again during the operation in Kosovo.
Such radar aircraft are expensive and only a few Boeing E-3
Sentry aircraft have been exported to Saudi Arabia and NATO.

The Phalcon radar plane deal from Israel was delayed when IAI
revealed it intended to sell China a U.S.-made Boeing 707
airliner. The airliner was intended to carry the Phalcon airborne
electronics but the military sale could have violated U.S. export
laws. To avoid the export restrictions, IAI opted to team with
Russian aircraft maker Ilyushin for a modified version of the
IL-76 military transport, NATO codenamed "Candid."

Yet, the Phalcon sale cancellation is considered a possible bonus
for Russia. Despite the loss of the airframe contract for
Ilyushin, the Russia defense ministry is reported to have offered
China the Beriev A-50 radar plane, NATO codenamed "Mainstay." The
Russian air force is anxious to upgrade its current fleet of A-50
radar planes. The upgraded version of the A-50 would include
phased array radar, electronic surveillance measures and an
onboard system designed to hack into enemy computer defenses.

"Under pressure of U.S.A., Israel was forced to cancel the deal,"
noted a highly placed source inside the Russian defense industry.

"It gives a chance to the ... much-needed A-50 deal," stated the
source (who requested that his name not be revealed). "This would
temporarily improve OKB Beriev's financial position and give a
boost to the Russian economy. However, the Chinese government is
apparently going to oppose Israel's decision. Most likely, their
efforts will not be successful, but we will see."

It is well known that China and Israel have a long history of
cooperation in weapons development. According to the 1998 General
Accounting Office report, Israel is currently working with China
in its development of "(1) the F-10 fighter aircraft (similar to
the U.S. F-16) by providing technology developed for the aborted
Israeli Lavi fighter project and (2) various missiles."

The Lavi, a joint U.S.-Israeli jet fighter project based on the
F-16 Falcon, was canceled in 1987. Under American pressure, on
Aug. 30, 1987, the Israeli cabinet voted to cancel the Lavi
project but asked the United States for $450 million to pay for
canceled contracts. The State Department agreed to pay $400
million for Lavi cancellation costs. The United States provided
$1.3 billion of the Lavi development costs between 1980 and 1986
and, between 1983 and 1988, provided a total of $1.8 billion for
the advanced jet fighter.

"Chinese engineers are trying to develop the Jian-10 or F-10 from
a single F-16 provided by Pakistan and with assistance from
Israeli engineers associated with Israel's U.S.-financed Lavi
fighter program, which was canceled in 1987," states a report
from the Federation of American Scientists, a Washington-based
watchdog group.

"It is reported that the Jian-10's radar and fire-control system
is the Israeli-made ELM-2021 system, which can simultaneously
track six air targets and lock onto the four most threatening
targets for destruction," according to the report.

"It is a cold financial fact that the Israeli armament industry
is looking to the People's Republic of China for a substantial
amount of its future income," said Fisher from his office in
Washington, D.C. "The Phalcon deal has been the most serious
rupture in U.S. / Israeli relations since the Lavi project."

"There is the possibility of a follow-on order by the Chinese air
force," warned Fisher. "It is necessary for the U.S. to get a
deeper understanding of the technology sold to the [People's
Republic of China]. It is time for our allies to reveal what has
been sold."

Problems with the F-10 have forced the Chinese air force to
purchase nearly a hundred advanced jets from longtime ally
Russia. China recently acquired the Sukhoi Su-27, NATO codenamed
"Flanker," from Russia. Chinese military sources also purchased
the rights to produce the Flanker under license. The Su-27 is
considered to be one of the most advanced jet fighters in the
world.

The Chinese air force also purchased an additional 30 of the
Sukhoi twin seat Su-27 variant supersonic bombers -- which are
equipped with a retractable air-refueling probe, giving them
virtually unlimited range. The Sukhoi bombers are also
nuclear-strike capable.

"(The) Chinese completed construction of the production plant and
are ready now to open the Su-27SK production line with new
fighters rolling out within a year," stated a highly placed
source in the Russian defense industry.

"The production plant was made from Russian blueprints with
active support of Russian engineers and workers. China now is due
to produce 200-250 Flankers in accordance with the license
purchased earlier."

The Chinese air force is reported to be having difficulty with
the advanced Russian fighter jet engines. The Russian AI31F
engines are intended for the Su-27SK air superiority fighter that
the Chinese acquired from Russia. The Russian designed AI31F
turbofan engine is also used in the Chinese J-10 fighter.
According to the source in the Russian defense industry, the
Chinese joint production of the AI31F engines is "really bad
right now."

"All of the Chinese-assembled engines need repairs right off the
assembly line," said the source. "They're usually shipped to
Russia right away. The full-scale production is yet to take
place."
