POLLARD AND POLITICS

The fate of Jonathan Pollard, the onetime U.S. Navy analyst
sentenced to life imprisonment for spying for Israel, has made
its all-but-inevitable entry into New York politics.

Specifically, Pollard has become an issue in the New York Senate
race between Hillary Clinton and Rick Lazio. The Post has
reported that Mrs. Clinton intervened directly to block Pollard's
transfer to a harsher unit in the prison where he is serving his
sentence.

That action was taken at the instigation of Brooklyn Assemblyman
Dov Hikind - a key political figure in the Orthodox Jewish
community, who has made it known that Mrs. Clinton's best chance
of winning his endorsement rests on her supporting clemency for
Pollard.

But if she does that, it would put her at odds with 60 percent of
the members of the body she seeks to join: Joseph Lieberman, Al
Gore's running mate, was one of 60 senators who wrote to
President Clinton in January 1999 urging that Pollard not be
released.

"I feel strongly that Mr. Pollard is guilty of serious crimes
against the people of the United States," Lieberman said then.
The comment, and the letter, came several days after Clinton said
he was undertaking a full review of the Pollard case - and
promised to "make a decision in a prompt way."

Some 600-plus days have passed, and

no decision is forthcoming.

In a meeting with The Post's editorial board this week, Lazio
raised the specter of "some type of October surprise" in the
Pollard case and called on Clinton to let the public know
immediately whether he intends to grant clemency.

Ideally, Clinton would let it be known that there will be no
announcement until after Election Day.

We have no doubt that Pollard is as guilty as sin - that he sold
out his country for money.

But Pollard's status has come up before in Mideast peace talks.
While he deserves to spend the rest of his days behind bars, it's
possible that his freedom could serve larger purposes.

On the merits, it's hard to see those interests being advanced by
further politicizing the issue. But if Hillary's husband chooses
to do so - a la the get-out-of-jail cards he issued a passel of
Puerto Rican terrorists last year - so be it.

Let her explain why Joe Lieberman - and the man she seeks to
succeed, Daniel Patrick Moynihan - are mistaken on the matter of
Jonathan Pollard.

We don't think that she can - not plausibly, anyway.

The fact is that Bill Clinton should have made his "prompt"
decision long ago. But he didn't, so another 60 days won't make a
difference for anybody save Hillary.
