Taiwan Charges 260 With Corruption

TAIPEI, Dec 15, 2000 -- (Reuters) Taiwan, moving into high gear
in a war against corruption, charged a total of 260 people with
graft on Friday, prosecutors said.

Prosecutors in the central county of Changhua charged 215 people
who gave or took bribes in the March presidential elections.

"The indictment includes 156 voters who took T$300 (US$9) each
from the Nationalist Party and Nationalist party officials who
handed out the bribes," said a spokesman for Chunghua
prosecutors' office.

Prosecutors recommended a three-year jail term and a fine of
T$1.5 million for Hsu Tsung-chiung, head of Yuanlin township in
Changhua and a Nationalist member, as well as a two-month
sentence for each bribe taker.

The Nationalists, who ruled Taiwan for 55 years until being
ousted by Chen Shui-bian of the Democratic Progressive Party,
trailed a distant third in the neck-and-neck presidential race.

Chen took office in May and was counting on an intensified war
against "black gold" -- political corruption and political links
to organized crime -- to bolster his flagging popularity.

Prosecutors in eastern Taitung charged 45 people, including all
but two incumbent councillors with corruption.

Of the indicted, 19 served in the county council, including
speaker and vice speaker, while 22 were former councillors and
four were businessmen, a spokesman in the Taitung prosecutors'
office said.

If convicted, the councillors face up to seven years in prison,
he said.

Taitung County speaker Wu Chun-li, in a statement, denied any
wrongdoing, saying he believed the court would clear his name.

The Ministry of Justice said on Friday 30 elected officials had
been indicted while 27 had been under investigations since June,
according to the state-funded Central News Agency.

Last week, the president of Taiwan's largest commercial bank was
accused of corruption and freed on T$200,000 (US$6,000) bail
after questioning by
  authorities.

Ho Kuo-hua, 57, president of the state-owned Bank of Taiwan, was
taken in on Thursday by agents of the Bureau of Investigation
(BOI), who recommended he be charged with embezzlement.
