-Caveat Lector- I don't resent California nor do I vote for Republicans (or Democrats.) In fact, I've been looking into moving to California. Weather is at least partly responsible for Cal's low per capita energy use, but perhaps the folks there are a bit more energy conscious than most. Fine. But I would still insist that the recent lower usage is due to folks wanting to save money, not by seeing Gray Davis on TV going door-to-door handing out low-power light bulbs.
