It has come to our attention,  the HAARP project in Gakona, Alaska is
perhaps being used for much more than is publicized. Below is a letter Elfrad
received from Mr. Marshall Smith of the Teddy Speaks Foundation.  We
welcome your comments and opinions concerning this controversial subject.

Sirs:

I was glad to see your recent additions on the ELFrad group web page,
especially the http://www.elfrad.org/2000/anomaly.htm. I had assumed by
now someone had already explained to you the source of the 0.9 Hz signal
and the 5 sec pulses with the 30 sec spacings. I have been monitoring them
for over a year using shortwave radio. These are the ULF components of the
HAARP signals from Gakona Alaska, coupled into the earth�s magnetic field
using the Auroral Jet.

The HAARP project "ostensibly" is for short-wave, VHF and UHF ionospheric
research under the aegis of numerous universities along with the Navy and
Air Force. The facility came online for testing in 1997, but began actual full
time operations as a Navy system for deep sea submarine communication in
early 1999. This consists of signals in the 1 to 10 Hz range which can be
received by submarines at depths greater than 1000 feet and does not need
a long wire external antenna dragging behind the boat as did the older style
ULF receivers. The new HAARP system actually modulates the earth�s
magnetic field and the communication can be received at great depths in
both rock and water anywhere in the world using only a magnetometer, not an
electromagnetic ULF receiver.

The signals broadcast by the HAARP transmitters consist of multiple
megawatt power pulses but is confined to a sharp narrow beam which is
focused upward above Gakona Alaska at the region where the Van Allen
Radiation Belts or the shell of the magnetosphere intersect the atmosphere.
This region is called the Auroral Jet. As the particles from the sun in the
radiation belts impact the ionosphere they are suddenly forced sideways by
the rotation of the atmosphere around the earth. This is in-effect a large polar
electric accelerating current at both the north and south magnetic poles and
is the major component of the earth�s magnetic field.

The HAARP transmitters operate in the shortwave band at 3.39 MHz and
6.99 MHz. The actual frequencies are not important to the communication
system. Whether the Navy uses the lower or higher frequency only
determines how high into the auroral jet the RF energy penetrates and that
depends on the time of year and the amount of solar wind activity as a
function of the 11 year sunspot cycle.

Earlier research with smaller experiments had shown by using shortwave
beams focused on the ionosphere, some of the very low frequency
components of the radio signal are imposed or modulated onto the earth�s
magnetic field. The placement of the HAARP facility directly under the auroral
jet makes it unique and ideal for modulating the jet and thus producing a
communication signal which can be received anywhere in the world where
the magnetic field can be sensed.

The primary modulation of the HAARP transmitters is a component of about
1 to 6 Hz which matches the natural frequency of the Schumann resonance
which is caused by the effectively large electrical cavity between the radiation
belts of the magnetosphere and the lower ionosphere. This cavity normally is
filled with RF static noise typically called whistlers created by numerous
random powerful lightning discharges around the earth. The effect of the
HAARP transmitter is to produce a very large and coherent 5 second
"whistler" with a frequency of about 1 to 7 HZ depending on the direction,
time of day and the shape of the magnetosphere. This powerful "forcing"
signal impressed upon the natural Schumann frequency can "ring" or
oscillate from North to South Pole for several to possibly 10 or more
seconds. This means, to be used as a communication system, the
modulating signal must have a time component longer than the ringing.

To accomplish this, the Navy has produced a standard modulation system
consisting of a 5 second pulse with either 30 sec or 15 sec spaces between
the pulses, longer than the �ringing.� The pulses, for communication purposes,
are all about the same and contain no data. The signal data actually is the
spaces in between the pulses and are a form of "morse code" of short and
long spaces, not the "ringing" pulses themselves..

There are several disadvantages to this type of communication, (1) it is very
slow, and (2) it is only one-way communication. But, its primary advantage is
nuclear submarines of the Trident, Los Angeles and Sea Wolf classes, which
all have been recently or are just now being retrofitted with new standardized
ULF/magnetometer equipment, can now remain at "stealth" depth for 6
months or more and can be directed to pre-determined locations with
standard orders from the commander-in-chief.

Prior to the construction of HAARP, ULF signals directed to "at depth" stealth
subs, as long ago as the Viet Nam war, often had to be fed from "mother
ships" within a region of about 1000 miles from the sub. The presence of the
mother ships gave away the location of nearby active stealth subs and also
limited the range of the submarines. The new technology of HAARP allows
submarines to operate at greater stealth depth moving anywhere in the world,
6 months or longer, and still remain under command and control.

Unfortunately, this represents a military technological advance over all other
countries and thus is "classified Top Secret" and so no information about the
purpose or methods of the HAARP ULF technology has been released to the
public. This means groups such as ELFrad have not been informed that the
Navy is now the largest producer of ULF signals in the world. You have not
been informed about the times or source of the broadcasts nor the nature of
the modulation.

To confirm what I am "hearing" on 3.39 or 6.99 MHz shortwave is the same
as what you are receiving using a ULF receiver, I have made numerous
correlations between my shortwave observations and the archived data from
Frank Condon�s magnetometer. If the two signals are from the same source
there should be a close match between my data and Frank�s, since I am only
several miles south of him in San Jose, California.

The two signals do seem to be an excellent match, but there are some
differences. The first is due to my only being able to receive the weak
shortwave signals from the HAARP side lobes during the night time even
though HAARP may continue to broadcast during the daytime. For me to
receive HAARP, given the distance from Gakona Alaska to San Jose, I
calculate it must be a double short-wave skip reflection off the d2 layer of the
ionosphere which only occurs at night. The d2 layer is quickly disrupted and
dispersed by morning sunlight.

In winter, I can monitor HAARP from about 6 PM all night until 7 AM local
time. In March and April this is reduced to about 9 PM until 5 AM due to the
tilt of the earth and the fact HAARP is near the Arctic Circle. On June 1st this
is reduced to about one hour about 1 AM and by June 12th I heard nothing
from HAARP even though Frank�s data shows a HAARP broadcast for about
an hour at midnight Alaska time, or 1 AM my local time or 1000 UTC.

Thus whenever I have heard a HAARP broadcast on either 3.39 MHz or 6.99
MHz, I also notice Frank�s magnetometer is recording the anomalous signal.
But the reverse is not always true since I cannot always hear the
transmissions due to the limitation of not always having a smooth d2 skip
layer available for monitoring the signal. This, of course, shows the
advantage of using ULF modulation of the magnetic field as a better more
reliable "long haul" world-wide communication system over the old shortwave
systems.

A further confirmation that HAARP is the source of the anomalous 0.9 Hz
signal is the exact spacing of the often seen 30 second spaces between the
pulses. This actually is the resting or idling mode of the communication
system and occasionally, as is shown in some of your charts, also contains
spaces which are exactly 15 seconds long. I have also seen a 12 sec on/off
pattern, lengthy continuous transmissions, and other patterns but these are
rare. I have many times recorded "submarine communication" data
consisting of several hours of long and short, 30 and 15 sec spaces, in what
seems a "random" pattern, with May 4, 2000, about 1200 UTC being a good
example.

The length of the pulses are mostly 5.8 seconds but I have seen some which
are slightly longer or shorter and the length of the pulse appears to be a
function of monitoring the signal in a specified direction and ensuring a full
"whistler" return signal from the south pole. This is necessary since the
Schumann resonance and the path length in a given direction changes with
the time of day and the compressive effect of the solar wind on the
magnetospheric cavity on the sunward side of the earth.

To accomplish Schumann Resonance matching, additional "rider signals"
are transmitted. This "return signal monitoring" for computer control of all the
148 in-parallel HAARP transmitters is used to modify the modulation
frequency and pulse length using the rider signals. These consist of two
types. First, is a set of two pulse identifier tones. The first tone is 275 msec
long and the second is 175 msec long. These tones are similar to the DTMF
tones on a telephone or the MF (Multi Frequency) tones used internally by the
phone company for long distance trunk line control. But the tone coding used
here is neither, but a newer military-government standard. In one of my
samples, for example, the first tone is 360, 1000, and 1700 Hz and the
second tone is a 660 and 1300 Hz combination. I should note, these tones
would represent ELF signals and are thus  filtered out of your ULF receiver
and are not seen or heard. I am sure if you raised the corner on your filter to
about 2000 Hz you may "see" the pre-pulse identification tones.

Along with the power pulse but sometimes longer or shorter than the main
pulse is a single tone of 2100 Hz and a weaker tone of 2500 Hz. The 2500
Hz tone remains on during the whole pulse transmission. While the 2100 Hz
tone only begins at the end of the identifier tones at 450 msec, at the start of
the power signal, and occasionally may extend about 500 msec after the
main pulse. These "rider" signals are not part of the main modulation and are
a component of the feedback loop used to maintain full magnetic modulation
in a specified direction.

I mention the additional rider signals, since I hear and see them but you have
filtered them out. They also account for why you only see a 5 sec pulse when
the full HAARP signal is actually about 6.25 sec long. What is the same in
both cases is the exact spacing of 15 and 30 seconds between pulses.

The method of pumping the high power of the HAARP signal into the Auroral
Jet consists of a series of effectively terawatt pulses of very short length.
These upward directed RF pulses cause instantaneous heating or
acceleration of the polar jet electrons relative to the slower more massive
protons. This relative motion of the auroral electrons and protons creates  an
up/down oscillating electric field which propagates around the polar aurora
jet, similar to a lightning bolt�s up/down current creating a "whistler." The
modulation consist of two series of simultaneous pulse trains with slightly
different frequencies. The beat frequency between the two pulse trains is the
actual modulation. This consists of a sweep through the Schumann
resonance from about 0.9 Hz up to about 6 Hz several times during the
approximate 5.8 sec power pulse. Apparently, the pulses are turned off when
the return signal from the Southern Auroral Jet has reached sufficient power.
This accounts for the slightly varying length of the main power pulses. Since
the Auroral Jet is a primary component of the earth�s magnetic field, this
effectively modulates or oscillates the magnetic field at the Schumann
Frequency.

I have taken the audio sample from your web page and compared it to my
numerous samples of HAARP. I have also done a spectral analysis using
FFT on both my samples and your anomalous signal sample. I find them to
be extremely similar. Your sample seems "truncated" at 5 sec but this may
be due to your trying to eliminate the extraneous beginning and ending static
noise. My signal sample shows a pulsed signal with a length of 5.8 sec with
the 450 msec of pre-pulse identifier tones. I find it rather amazing to find
much similarity at all, considering the two very different methods of receiving
the same signal. I receive a signal using shortwave at 3.39 MHz, double or
single sideband, and yet hear something similar to what you receive at 1 or 2
Hz, where double or single sideband has no meaning.

In the HAARP ULF case, the "transmitter" or oscillatory is the whole
magnetosphere of the earth whose transmission characteristics are not
completely known. I have tried to explain this method of transmission as
being like rubbing your moist finger on the rim of a crystal wine glass until the
glass "rings." Or like blowing across the top of a bottle until you hear the low
frequency resonance tone. In this case, the mega-blast of HAARP RF power
is like a puff across the opening of the magnetic bottle of the earth which will
ring or resonate at the Schumann Resonance if the edge of the polar Auroral
Jet is "rubbed" or "puffed" just right. I have often called this "plucking the
magnetic haarp." This explains why the HAARP antenna array was designed
to be adjusted electronically under computer control up to 30 degrees in any
direction from vertical to hit the Auroral Jet right on the "sweet" spot. This
also explains why in your recordings of the anomalous signal, the power level
seems to vary during the several hour transmission as the antenna angle is
"tweaked" for maximum magnetic "signal" strength.

I would add, the 0.9 Hz signal would seem to be the base beat frequency of
the two HAARP pulse generators as they beat together sweeping upward
through the Schumann Frequency, which changes from day to day. Thus on
any given day you would probably note the primary base component of the
HAARP signal, using FFT, to be around 0.9 to 1.0 Hz.

There is much more I could add, but I would rather try to keep this email short
rather than bore you with more than you want to know. I would be willing to
send you copies of my audio recording of HAARP in a .wav file format and
copies of my FFT analysis of your audio signal recording along with my
analysis of the HAARP signals. I also have much more information about
HAARP, submarines, propagation, the magnetic field and the method used
by HAARP to create ULF magnetic signals in the thin plasma of the Aurora
Polar Jet.

In 1976 I built my first homebrew computer using a Motorola 6800 mpu. I
have been a radio ham since 1959. In 1978 I presented a thesis at the
University of Santa Clara on demonstrating the use of my home-made
computer for long term logging and analysis of multiple geo-magnetic and
geo-electric signals. At the time, I was concerned about comparing geo-
electromagnetic data and human behavior. My hands-on skills meant I was
quickly snapped up into government service on numerous DOE, military and
NASA projects centered around designing small microprocessor controlled
data-acquisition and control systems for the Space Shuttle, the Trident D5
and Titan IV systems, along with several commercial ventures.

My interests have long been to find correlations between measurable earth
signals and human behavior. I soon found correlations between these signals
and earthquakes, volcanic eruptions, etc, the motions of the moon and
positions of the planets. I find the many projects I read about on the ELFrad
website to be most fascinating. I almost want to start again designing and
building ULF receivers and magnetometers and plug �em into my �puter.

Since I am quite busy with many other current projects, I am writing to let you
know how disturbed I am to find that the area of ULF research has, in the last
several years, become extremely swamped with huge signals like HAARP.
These behemoth military and commercial signals, almost destroy any
meaningful research based on long-term recording of ULF/ELF signals and
then making comparisons with earth events. There is not a lot of bandwidth in
the ULF range and it seems the Navy wants to "hog it all."

PS: For months, whenever I read your web page about the anomalous signal,
I had to laff like hell and nearly fall outta my chair. Of course, I was not laffing
at you. But you mention the anomalous signal strangely does not appear on
Saturdays and Sundays. Of course not. Our good boys in the Navy may work
24 hours a day, 7 days a week while on boat duty in a Trident. But those
Alaska HAARP operators from academe, who probably have no knowledge
of the Navy/ULF operation piggy-backing on their research projects, well,
they are just civilians like you and me. They don�t swab decks, wash windows
or work weekends!!

PPS: I would like to find out more about the members of the ELFrad Group
and the projects you are working on.

"There are three main patterns of hippocampal [limbic] field potentials: 1)
theta or RSA (rhythmic slow activity), between 3 and 11 Hz (depending on
species);         2) LIA (large amplitude irregular activity) in a broad range
between 0.5 and 25 Hz;                3) beta, fast waves between 20 and 60 Hz.
Rhythmic inputs can entrain oscillations in the hippocampus across a range
of frequencies."

.9 Hz would fall into the LIA area, but I'm not sure what that means--perhaps
there's someone on the lists with knowledge of neurology?

However, there is an interesting correlate of .9 Hz: It is approximately the
resonant frequency of the lunar-earth system, as explained by Charlie Plyler
at http://www.elfrad.net/Moon.htm

"This frequency varies from .9 to .95 hertz. The signal above has a center
frequency of .9373 hz. The wavelength of this frequency is 319,877km or
198,711 miles. We are aware of the fact that a moving body in free space
that possesses a magnetic field, will generate a frequency with a wavelength
equal to the distance from another magnetic body such as our earth. The
moon at this time was 387,692 km or 242,307 miles distant. This was fairly
close to the wavelength of the anomalous signal. If we were detecting the
presence of the moon, it seems that we would be logging the signal for a
greater duration of time rather than a few minutes."

If we accept the hypothesis that mammalian neural functioning is developed
phylogenetically by driving from exogenous electromagnetic rhythms in
nature, there should be a concomitant of lunar motion. That's normally thought
of as correlated with the the mammalian reproductive cycle and there's some
evidence of correlations of lunar cycles with violent behavior.

Other examples of neural driving by exogenous electromagnetic rhythms that
support this hypothesis include the alpha rhythm (centered at 8 Hz, the
Schumann resonance frequency, corresponding to the wavelength of the
Earth-ionosphere diameter), and the universal tremor reflex (10 Hz,
corresponding to the wavelength of the Earth's diameter).

Is there any further evidence for the neural effects of .9 Hz?
