Solari estimate's that the combined stock market value created from the
profits on contracts/purchases below is probably about $10-20 billion which
translates into about $100-200 billion in the stock market---the value will
vary greatly depending on general multiple levels in teh market.

The terms of competition are set up so that the American taxpayers get no %
of the equity. In fact, using the Solari model of A Voting/B Non-Voting
shares, there is no reason why governments can not use equity participation
as one of the forms of optimizing services for taxpayer dollars where this
type of alignment creates a better performance for both sides over time.

I lead the creation of a trust structure for HUD that allowed us to bid
services, equity and debt all at once. Such a structure would allow
taxpayers to get a far better deal and over time align interests in a way
that would result in the honest contractors doing far better in market share
and financially then they are doing now.

In addition, the greatest value is not from the revenue flow from contracts
but the access to the data and technological development and insider
information trading, which can be used to create far more stock market value
for the same investors in other companies.

One of the most important pieces of information I see on this chart is that
the Department of Justice has as one of its largest contractors the leading
supplier of place based data on citizens. Perhaps that is why it was so
important for them to stop Community Wizard and the Solari model. It would
not pay for the citizens to be smarter about how "all the money works" in
their communities than the Department of Justice and CACI.

Obviously these lists doe not include intelligence budgets which are
unpublished, black budgets which arenot legally authorized and selected
domestic agencies.

In my twenty plus years of working on Wall Street and working with the
capital markets
I have never been aware of an incident of any of these companies having
sustained trouble
producing financial statements and systems for themselves.

With over three trillion dollars "missing" at DOD, HUD and others, I suspect
it is safe to say that the highest margins will be on the things that you
just steal, and the advanatage for the appropriators is that then they do
not have to tell the farmers and small business people, no we are raising
your taxes and we are just giving your money to Lockheed Martin or the
Chinese and UN military budgets. Instead they are free to say there is no
money and that they never approved giving it to Lockheed or the Chinest.

Everyone in Washington is much safer by using incompetence as a guise for
the real allocation of resources.

Honest feedback is hard in a democracy.
