The resolution, sponsored by Egypt and Tunisia and amended by France, encouraged "all concerned to establish a monitoring mechanism ... to help create a better situation on the ground, including with regard to the safety of Palestinian civilians." The resolution also condemned all terrorist acts, executions without trial, excessive use of force and the destruction of property. However, one European diplomat said it conspicuously lacked any call to stop suicide attacks on Israelis like the three at the start of December that left 26 dead in Jerusalem and Haifa. The draft received 12 votes in favor with two abstentions (Norway and United Kingdom) and one (United States) opposed. (The Security Council is made up of 15 members of which five [United States, United Kingdom, China, France, and Russia] are permanent and have absolute veto power. The other ten members rotate on a two-year basis. The current rotating members are Singapore, Tunisia, Ukraine, Bangladesh, Colombia, Ireland, Jamaica, Mali, Mauritius, and Norway. Israel is the only UN member not eligible to sit on the Security Council.) ............................ :: TEN MURDERED IN EMANUEL: Arab terrorists murdered ten and wounded 30 others Wednesday night on a bus headed for Emanuel in the Shomron. The attack occurred when a public bus traveling from Bnei Brak to the Shomron community of Emanuel was bombed and fired upon from three different directions. Israeli sources say that the three terrorists who perpetrated the massacre were included in the list of 33 wanted terrorists that Israel submitted to the PA/PLO several weeks ago. The victims of the massacre are: Moshe Mordechai Gutman, 40, Border Guard Sgt. Yoel Bienenfeld, 35, Ya'akov Tzorfati, 64, and his two sons David, 38, and Chanan, 32, Yisrael Sternberg, 46, Yirmiyahu Salem, 48, Esther Avraham, 42, and Avraham Nachman Nitzani, 18, Ya'ir Amar, 14. A suicide bomber died Saturday night near the town of Sha'ar Efraim, approximately 12 kilometers [7.5 miles] east of Netanya on the 1967 Green Line border. No-one else was killed in the explosion. Initial reports suggest that the explosives carried by the bomber detonated before he had reached his intended destination -- a local shopping mall. ............................ :: IDF STEPS UP ANTI-TERROR CRACKDOWN: The IDF [Israel Defense Force] intensified its crackdown in Yesha over the weekend, with a series of operations in which at least ten Palestinians were reported killed, dozens wounded, and as many as 50 terrorist suspects arrested. The operations Saturday concentrated on Beit Hanoun, in the northern sector of the Gaza Strip. Beit Hanoun is a Hamas stronghold, from within many terrorist attacks were planned and executed, among which included mortar bomb firing toward settlements in the northern Gaza Strip and toward the industrial region "Erez". IDF forces completed their operation and returned to their bases. IDF forces destroyed the house of the head of the Hamas military branch in Gaza, Tsalach Schada, and destroyed an additional structure that served for terrorist activity. Director of the Council for Jewish Communities in Judea, Samaria, and Gaza (Yesha) Benny Kashriel stated that the continued IDF strikes against empty buildings in PLO autonomous areas were "absurd" and "a waste of ammunition." He added the PA/PLO was equally amazed by the Israeli response. ............................ :: PA/PLO "FIGHTS" TERRORISM: Israel has not let up on its demand that the Palestinian Authority arrest the 33 terrorists whose names appear on the list Israel provided a while ago - and in fact, the PA/PLO is making efforts to appear to be fulfilling this demand. It has already "arrested" 10 or 11 of them, i.e. they were asked if they agree to remain in detention, under better-than-usual conditions, for a period of a few weeks until the American and European pressure abates. So did a "senior military source" tell YNET. "It's for the good of the Palestinian Authority," the terrorists were told. Some of the 33 were arrested "on paper," and were released to their homes after being registered in the prison. IDF Chief of Staff Lt.-Gen. Sha'ul Mofaz told the Cabinet Sunday that the PA/PLO is attempting to broadcast a message as if it has "changed direction," but that in actuality, the changes are merely tactical. Mofaz said that Israel would continue its offensives for as long as the terrorism continues. ............................ :: FROM MODI'IN TO JERUSALEM: Members of the Temple Mount and Land of Israel Faithful Movement conducted a procession Monday morning from Modi'in, northwest of Jerusalem, to the Temple Mount, via Ma'aleh Beit Horon. This, in honor of the holiday of Hanukah that began Sunday night and that commemorates the purification of the Holy Temple by the Maccabees of Modi'in over 2,100 years ago. The Temple Mount Faithful originally wanted to hold a ceremony at the entrance to the Mount, but the Supreme Court forbade this. Sympathizers of the Faithful said that this was in commemoration of the closure and defilement by the Syrian-Greeks of the Temple some 2,100 years ago. Some things never change. Meanwhile, the Committee to Prevent Damage to the Temple Mount Antiquities says that the Waqf (the Moslem authority on the Temple Mount) has begun taking steps to erect a memorial to Feisal Husseini on the Temple Mount. The Committee fears that this will cause further damage to Jewish artifacts there, and complains that Public Security Minister Uzi Landau has taken barely any action against the harmful Waqf activities there. Yisrael Kaspi, member of the Committee, told ARUTZ-7, "I'll give you an extreme example: On July 11, he [Landau] stood up in the Knesset and announced that for months, tractors had not been working on the Temple Mount. Two days later, we came to his office and showed him 80 photos of tractors working there in the preceding week. We are still waiting for his retraction." ............................ :: MYTHS & FACTS: MYTH - "The Geneva Convention prohibits the construction of Jewish settlements in occupied territories." FACT - The Fourth Geneva Convention [http://www.us-israel.org/jsource/History/Human_Rights/geneva1.html] prohibits the forcible transfer of people of one state to the territory of another state that it has occupied as a result of a war. The intention was to insure that local populations who came under occupation would not be forced to move. This is in no way relevant to the settlement issue. Jews are not being forced to go to Yesha; on the contrary, they are voluntarily moving back to places where they, or their ancestors, once lived before being expelled by others. In addition, those territories never legally belonged to either Jordan or Egypt, and certainly not to the Palestinians who were never the sovereign authority in any part of Palestine. "The Jewish right of settlement in the area is equivalent in every way to the right of the local population to live there," according to Professor Eugene Rostow, former US Undersecretary of State for Political Affairs. The settlements also do not displace Arabs living in the territories. The media sometimes gives the impression that for every Jew who moves to the West Bank, several hundred Palestinians are forced to leave. The truth is that the vast majority of settlements have been built in uninhabited areas and even the handful established in or near Arab towns did not force any Palestinians to leave. ............................ :: EU TO ARAFAT: BREAK TERROR NETWORKS: It's now or never for Yasir Arafat. That's the increasingly universal consensus in Israel, in America and even in the European Union. The only question is whether the Palestinian leader himself realizes that his time is nearly up. Arafat's latest and potentially most effective wake-up call came this week from the unlikely quarters of the normally pro-Palestinian Council of Ministers of the EU. In an unusually blunt statement, the European ministers called on Arafat to prosecute and dismantle the Hamas and Islamic Jihad terrorist cells, and to bring the "violent Intifada" to an end. Meanwhile, Canada decided against declaring Hamas a terrorist organization last month after receiving advice from Egypt that such a step would tarnish Canada's reputation among Arab countries. The controversial decision to place the military wing of Hamas on the terrorist list but to exclude its charitable arm was a compromise reached after agonizing internal debate. Canadian embassies in the Middle East were asked for their input. The reply from Egypt, after consultation with the Egyptian foreign ministry, was that declaring Hamas a terrorist organization would result in Canada being seen in the Arab world as shifting its position from one of balance to being pro-Israel. ............................ :: ZINNI CALLED HOME: US President Bush's envoy leading the US drive to broker a cease-fire between Israelis and Palestinians was told Saturday to return to Washington after three weeks of intense but futile efforts at mediation. Retired Marine General Anthony Zinni "will remain engaged and return to the region" after consulting with President Bush and Secretary of State Colin Powell on how best to proceed, the US State Department said. Zinni had met separately several times with Israeli Prime Minister Ariel Sharon and Arafat. Zinni and top US leaders repeatedly demanded Arafat arrest those responsible for suicide bombings against Israeli civilians, and they said he held direct responsibility. After meeting with Arafat on Monday, Zinni said about him, "I have never encountered such lack of trustworthiness in my life." He said it was a "waste of time to try to reach a serious agreement with Arafat". ............................ :: ARAFAT NO LONGER "RELEVANT": Following the attacks in Emanuel and Gush Katif Wednesday night, the Israeli government decided to call off all contacts with Arafat. The Cabinet declared that Arafat is no longer "relevant," and considers him directly responsible for the terrorism. However, in spite of Israel's proclamation that Arafat is no longer a "relevant" partner, the US and the European community sent clear messages to Israel and Arafat that they will continue to view Arafat as the sole representative of the "Palestinian people". US Secretary of State Colin Powell said on Thursday the stakes were too high for the United States to abandon its mediating role in the Middle East. ............................ :: BRITAIN QUIETLY SEEKS HIZB'ALLAH COOPERATION: Britain has launched a dialogue with the Iranian-backed Hizb'Allah. Arab diplomatic sources said the dialogue has obtained the support of the United States and is meant to pressure the Lebanese insurgency movement to end its attacks on Israel. The sources said the British effort also seeks to ensure that Hizb'Allah ceases to support Islamic insurgency attacks outside of Lebanon. Britain's ambassador to Lebanon, Richard Kinchen, held this week what the sources termed was the first official meeting between a British representative and Hizb'Allah. Kinchen met Hizb'Allah secretary-general Hassan Nasrallah in Beirut and called on the movement to respect the UN ceasefire along the Israeli-Lebanese border, referred to as the blue line. The meeting was described as polite but failed to achieve a breakthrough. The British envoy urged Hizb'Allah to turn into a political movement. Nasrallah denied that Hizb'Allah was operating outside of Lebanon. ............................ :: BOEING SET FOR APACHE UPGRADE FOR EGYPT: The Boeing Company of the US has signed a contract to convert 35 Egyptian AH-64A Apache helicopters to next generation AH-64D Longbow standard. The $400 million deal - part of the US Department of Defence foreign military sales (FMS) program - is subject to approval from Congress. The Apache deal is likely to be followed up by a contract for Halter Marine of the US to equip four Egyptian patrol boats with Boeing's Harpoon Block II anti-ship missiles. The sale of the missiles, which are intended to protect shipping in the Suez Canal, is subject to the approval of Congress. Lockheed Martin Missiles & Fire Control of the US has also received FMS approval for a $72 million contract to supply the Egyptian army with some 400 extended-range multiple launch rocket system (MLRS) pods. Each MLRS pod contains six rockets, capable of hitting targets up to 45 kilometers [28 miles] away. Deliveries are expected to start in the second half of next year. Meanwhile, a forthcoming CIA report to Congress on missile sales implicates Egypt for receiving North Korean assistance with regard to ballistic missiles. A draft of the unclassified CIA report, scheduled for release in January, says, "During the first half of 2001, Egypt continued its longstanding relationship with North Korea on ballistic missiles". ............................ :: JORDAN CLOSES BORDER TO FLEEING PALESTINIANS: Jordan's King Abdullah said his security forces have been directed to prevent Palestinians who may flee Israeli military strikes from crossing into Jordanian territory. Jordan will close all bridge crossings to Palestinians if they begin moving eastwards towards the Hashemite kingdom, Army Radio said.
