House Nixes Chance for Illegal Immigrants to Become Legal Residents AP Friday, December 21, 2001 WASHINGTON — Immigration reformers on extra high alert following this fall's terror attacks succeeded Thursday in stripping a border security bill of a provision that would have extended the deadline for hundreds of thousands of illegal immigrants to apply for residency without leaving the country. Rep. Tom Tancredo, R-Colo., who chairs the Congressional Immigration Reform Caucus, helped lead opposition to the measure. He said the U.S. government needs to do more to keep out illegal immigrants and shouldn't reward those already here. "I don't understand the logic of handing visas to foreigners while giving pink slips to American workers," he said. Supporters of extending the visa application rule say the amendment to kill it passed because President Bush and Republican leaders failed to follow through on their promise to fight for such a provision. "The president proclaimed in May that he supported the extension and I expected him to live up to his commitment, to fight for this issue the way he has fought for tax cuts and other proclaimed priorities," said Rep. Silvestre Reyes, D-Texas, Wednesday. "The Hispanic community will remember this broken promise." Last December, legislators approved a bill to allow illegal immigrants with relatives or a job sponsor in America to pay a $1,000 fine and apply for a visa without leaving the country. Without the measure, they must leave the country and apply from their own country, which can take years. The law expired April 30, before an estimated 200,000 people took advantage of it. President Bush supported extending the deadline, approved in a House measure last spring. The Senate approved a different version and by the time the House was ready to consider it, the terrorist attacks occurred and attention turned to other issues. Judy Golub, spokeswoman for the American Immigration Lawyers Association, said opponents used concerns about immigrants and national security that have increased since Sept. 11 to mount a smear campaign. One letter opposing the proposal included a photo of suspected hijacking ringleader Mohamed Atta, she said. Tancredo said the bill would allow people in the country illegally to stay without being submitted to background checks. "That's a national security issue," he said. But Golub said immigrants who applied for visas under the law had to undergo criminal background checks, lengthy interviews and security clearances. And other supporters said it would help the INS focus on those who are true security threats because they would not come forward and provide such information. The Immigration and Naturalization Service has said it will continue to deport illegal immigrants, though it supports extending the visa deadline. Angie Kelley, spokeswoman for the National Immigration Forum, said she's hopeful Congress will pass a more significant extension soon after it returns next month. And she said rather than lament the failure of the measure, immigrant advocates are cheering defeat of some proposals floated since Sept. 11, such as California Sen.
