a lawsuit Monday alleging that he was sexually abused 20 years ago by Anthony
J. O'Connell, the former bishop of the Catholic Diocese of Palm Beach. The
suit will be filed in Hannibal, Mo., on behalf of a man in his late 40s, said
attorney Jeff Anderson of St. Paul, Minn., who has represented hundreds of
plaintiffs against the Catholic church in sex abuse cases."

'Reactivated' Memory of Abuse Permits Adults to Sue Priest - Charles Toutant
New Jersey Law Journal   March 19, 2002      Two brothers, now in their 40s,
can sue a 3/19/02 Roman Catholic priest for sexual abuse they allegedly
suffered as children but repressed subconsciously for decades, a state
appeals court ruled last Monday.   The judges revived a suit that a trial
judge found time-barred under the Sexual Abuse Act, N.J.S.A. 2A:61B-1, which
requires that suits be filed within two years of "reasonable discovery of the
injury and its causal relationship to the act of sexual abuse."

Two Charged Over Internet Porn Ring  Ananova  3/21/02 - "Detectives have
charged two men with being members of a suspected worldwide internet
paedophile network....Both men were arrested by officers from the National
Hi-Tech Crime Unit (NHTCU) and were later charged under the Protection of
Children Act 1978....A total of 12 men thought to be members of a network
styling itself "The Round Table" were arrested simultaneously in 10
countries. The members are suspected of using the internet to trade tens of
thousands of photographs and video clips of child pornography.

Child abuse to be shown on TV at offender's wish By Adam Sherwin, Media
Reporter 3/21/02 " A Paedophile...will have his final request carried out by
the BBC when it screens video footage of him abusing boys. Mark Hansen, who
had 26 previous convictions for abusing youngsters, agreed to be interviewed
by a BBC crew for a documentary about police paedophile investigations.
Hansen had just been arrested by the Metropolitan Police paedophile unit,
which had seized 5,000 images of computer pornography, when he conducted the
interview in his home. This may be heavy for survivors.

impossible for victims of sexual abuse by clergy to successfully sue the

POLICE STATE, USA Emergency-powers bill gaining momentum
Measure would grant 'overly sweeping rights to the government'

The vast majority of states currently are considering a piece of model
legislation that critics charge could turn out to be a major threat to civil
liberties.  According to the American Legislative Exchange Council, a
Washington, D.C.-based small-government advocacy group, 34 states have begun
considering the "Model State Emergency Health Powers Act," a bill that
critics contend gives state governors unprecedented authority in the event of
a terrorist attack or other threat to the public health.  As reported by
WorldNetDaily Jan. 10, the bill, if adopted as written, grants governors the
power to order the collection of all data and records on citizens, ban
firearms, take control of private property and quarantine entire cities.

Attorneys: Bush's post-attack directives could lead to liberty-curbing
restrictions

With Congress hotly debating whether to grant sweeping police powers to
federal law enforcement agencies in the name of combating terrorism, two
attorneys who have studied presidential directives in depth are concerned
that civil liberties will take a beating from the executive branch as well as
the legislative – and no one would realize it until it was too late.  On
Sept. 14 President Bush, responding to the terrorist attacks upon the World
Trade Center and the Pentagon three days earlier, issued a proclamation
declaring a state national emergency and reinforced it the same day with an
executive order (EO 13223) calling the Ready Reserves of the Armed Forces to
active duty.
