 Annual report predicts global increase of anti-Semitism

 Anti-Semitic acts rose sharply in the world after the
 Sept. 11 attacks in the United States and jumped again
 after Israel's incursion into the West Bank last month,
 according to Israeli experts who published a report
 Monday.

 In its annual report on worldwide anti-Semitism, a Tel Aviv
 University team said there were 228 violent acts committed
 against Jews or Jewish property in the world in 2001, 50 of
 them major attacks involving weapons.

 The report noted there was a significant increase in
 attacks in western Europe after the terror attacks in the
 United States and briefly mentioned a spate of anti-Semitic
 attacks in western Europe in the past weeks on Jewish
 schools, synagogues and cemeteries.

 Avi Beker, Secretary-general of the World Jewish Congress,
 said the report was outdated because it did not include the
 recent attacks.

 "These last 10 days have been the worst anti-Semitic days
 in the history of Europe since the end of World War II," he
 said in a statement. "Today no Jew with a (skullcap) on his
 head feels comfortable walking the streets of any city and
 town in Europe. He knows that he is a target," Beker said.

 The recent wave in anti-Semitic attacks in Europe coincided
 with the March 29 Israeli military offensive into Palestinian-
 controlled areas of the West Bank after a string of
 Palestinian attacks that killed dozens of Israeli citizens.

 The September increase was linked to the UN World
 Conference against Racism and Xenophobia in Durban,
 South Africa and the attacks in the United States on
 Sept. 11, the report said.

 The report said the Arab and Muslim world transformed
 the UN conference "into a well-planned and organized ...
 campaign against Israel and the Jewish state." The report
 noted that anti-Semitic publications such as "The Protocols
 of the Elders of Zion," and Adolf Hitler's "Mein Kampf" were
 freely available during the conference.

 The attacks in Washington and New York, two days after
 the end of the conference, generated an increase in
 anti-Semitic acts, the report said.

 "Anti-Semitic propaganda focused on the claim that the
 attacks were primarily a reaction to Jewish influence in
 the U.S.," the report said. Some media reports asserted
 that Israelis, or American Jews, were responsible for the
 attacks.

 The increase in anti-Semitic acts blurred the distinction
 between anti-Israeli acts and attacks against Jews, the
 report said.

 The significant September increase in anti-Semitism
 was especially notable in the United Kingdom and
 France, countries with large Muslim populations, the
 report said.

 The report was published on the eve of Israel's annual
 Holocaust memorial day for the 6 million Jews killed by
 the Nazis during World War II.

 The report noted that anti-Semitic expressions "negating
 the uniqueness of the Holocaust, heard from government
 officials, or leading intellectuals, in Western Europe"
 were of "special concern."

 The report specifically mentioned an anti-Israeli comment
 allegedly made by the ambassador of France to Great
 Britain, prominently reported in Israeli papers. It also
 criticized Nobel prize-winning author Jose Saramago's
 comparison of Israeli treatment of Palestinians to the
 murder of Jews at the Auschwitz concentration camp last
 week during his visit to the West Bank.

 The 228 anti-Semitic violent acts recorded in 2001 were
 slightly lower than the 255 attacks carried out in 2000,
 the report said. However, anti-Semitic activity of the past
 two years was in marked contrast to a significant decrease
 in anti-Semitic activity in the years 1995-99.

 "Judging by the past, we may expect an intensification of
 anti-Semitism," the report predicted.
