In his nationally televised speech, George W. Bush refused to hold anyone - including
himself and his top officials - responsible for the failures that allowed the
September 11
terrorist attack to succeed.
Instead, Bush announced a plan to simply reorganize minor government agencies -
conspicuously excludes the agencies most responsible for the failure to stop 911: the
FBI,
CIA, National Security Council, the Defense Department, and the FAA. In effect, Bush
reshuffled the substitutes on the bench - while leaving the players who failed out on
the field.
In response to this evasion of responsibility, Democrats.com has launched a new Web
site
called "BuckStopsThere.com".
According to Democrats.com co-founder Bob Fertik, "The President of the United States
is
ultimately responsible for the failures of his government. President Harry Truman hit
the nail
on the head when he declared, 'The Buck Stops Here.' George W. Bush claims to be an
admirer of Harry Truman - and also an emphatic believer in 'personal responsibility.'
But
when it comes to 911, Bush is avoiding all personal responsibility, and also turning
Harry
Truman's declaration on its head. For Bush, the buck stops THERE - somewhere,
anywhere, as long as it is far away from Bush himself. Hence our new Web site is called
'BuckStopsThere.com.'"
According to Democrats.com co-founder David Lytel, "BuckStopsThere.com is focused on
identifying ALL of the senior officials in the Bush administration whose actions - or
inactions
- led to the catastrophic failure to stop the September 11 attack. This includes the
failure to
take obvious precautions in response to the numerous warnings prior to 911, and also
the
failure to respond in real time as the attack unfolded on that fateful - but not
unexpected -
day."
BuckStopsThere.com features a color-coded organizational chart of top officials'
failure to
take responsibility for 911. As with the Homeland Security codes, red means SEVERE,
orange means HIGH, yellow means ELEVATED, blue means GUARDED, and green
means LOW. As of today, every top official is coded red for SEVERE, except FBI director
Robert Mueller, who gets yellow for ELEVATED. This chart will be updated whenever top
officials take responsibility for their 911 failures.
At the very top is the Commander-in-Chief, George W. Bush, whose principal
responsibility
as President is to protect America against attack.
* Bush's failures began 11 days after his inauguration, when he ignored the final
report of
the Hart-Rudman Commission which was issued on January 31, 2001. In May 2001, Bush
actually blocked Senate hearings on the Hart-Rudman report by announcing plans for a
brand new commission led by Dick Cheney - which never met before 911.
* Early in 2001, George W. Bush reversed President Clinton's policy of isolating the
Taliban
and using military and covert forces to find and kill Osama Bin Laden. Instead, Bush
put the
interests of oil companies (including Enron) ahead of America's national security by
starting
negotations with the Taliban for the construction of a gas pipeline into Pakistan. In
May,
Bush gave $43 million in aid to the Taliban; in July, Bush offered the Taliban a
"carpet of
gold" for approving the pipeline.
* FBI agent John O'Neill, the lead investigator of Osama Bin Laden and Al Qaeda,
believed
Al Qaeda's roots were in Saudi Arabia. But to protect his Saudi friends, George W. Bush
blocked any investigations in Saudi Arabia.
* On August 6, 2001 Bush was briefed by the CIA about possible Al Qaeda attacks inside
the US. Bush ordered no special precautions, and spent the rest of August on vacation.
* On September 11, 2001 Bush saw the first plane hit the World Trade Center at 8:46 (he
said so twice since 911). Nevertheless, at 9:00 he entered a classroom to read a
children's
story. He was informed immediately after the second plane hit at 9:03. Nevertheless, he
continued listening to the story for 25 more minutes, until 9:30, while thousands were
engulfed in flames and two more hijacked planes headed towards Washington.
* Once airborne, Bush ordered the shooting down of the heroes on Flight 93 in a phone
conversation with Dick Cheney. (Bush was photographed giving the order to Cheney; the
Republican Party is selling that photo for $150.)
* Bush then flew to Louisiana and Nebraska, claiming Air Force One was threatened,
which
was a lie. Throughout the crisis, Bush avoided personal responsibility by leaving Dick
Cheney in charge of the government.
* Even now, Bush insists nothing could have been done to stop the 911 attack. But many
actions could have been taken.
In addition to Bush, BuckStopsThere.com identifies the failures of all of the relevant
officials at the top of the Bush administration, every one of whom remains on the job
despite their failures:
* Vice President Dick Cheney
* Secretary of Defense Donald Rumsfeld
* CIA Director George Tenet
* National Security Advisor Condoleezza Rice
* Attorney General John Ashcroft
* Chairman of the Joint Chiefs of Staff Gen. Richard Myers
* National Security Council Terrorism Czar Richard Clarke
* FBI Director Robert Mueller
* FBI Osama Bin Laden Unit head Dave Frasca
* NORAD head Gen. Ralph Eberhardt
* First Air Force head Gen. Larry Arnold
* Northeast Air Defense head Col. Robert Marr
* FAA Director of Security Michael Canavan
Among top Bush administration officials, only one is singled out for praise: John
O'Neill,
who headed the FBI's office in New York City, and was dedicated to investigating and
capturing Osama Bin Laden. O'Neill believed Bin Laden's funding came from Saudi Arabia,
but his investigations there were blocked by George W. Bush. O'Neill resigned in
frustration
in July 2001, and accepted the job of head of security at the World Trade Center.
O'Neill
died on 911 trying to save victims of the attack. His story will be told in the
forthcoming book
"Bin Laden: The Forbidden Truth," by French intelligence experts Jean-Charles Brisard
and
Guillaume Dasquie, which is being translated into English by Nation Books.
