Censorship is defined in my dictionary as something done by a public official, so you are corrrect that this action does not meet the formal definition of censorship. (I believe that the courts have addressed the issue of freedom of expression on "public" newsgroups, and the role of newsgroup moderators; does anyone have any information on this?) And certainly, it is not feasable for every newsgroup to accept every posting. For example, CTRL is not the place to post restaurant reviews.

However, I believe that the prevention of a certain ideas or viewpoint from being expressed is in fact censorship as that term is commonly understood. On the other hand, I also support the right of newsgroup moderators (or indeed any webmaster) to define limits as to the content they will accept for posting.

As a magazine publisher with a website who does not publish every submission, it would be hypocritical of me to criticize a newsgroup moderator for exercising the same discretion. But on the other hand (I think I'm on my third hand), I like to think that I am exercising editorial judgement of the submission as a piece of writing (i.e. is this an interesting and well-written article) rather than rejecting an article because I don't like and/or believe the opinions expressed in the article.
