I don't know who maintains the ports server, but when I try to use the instructions on http://sourceware.org/cygwinports/ , and use http://downloads.sourceforge.net/cygwin-ports as my mirror, setup crashes right after downloading setup.bz2. If I use the ftp version as my mirror, things seem to work ok.
