You will get expenditure figures at a fairly disaggregated level from the annual budget documents. Spending as and when they happen is probably locked away in the treasuries database with the Accountant Generals or the Plan Monitoring sites of the states and the Centre which you have shared. Both are not open. CAG's new website might have some data upto a slightly more aggregate level.
