That's more of a server issue.  Not sure if you are using mod-perl or not.

Though what you need to do is direct the STDERR to STDOUT, usually
accomplished by

use CGI::Carp qw(fatalsToBrowser);

Also make sure your RaiseError is on and don't forget to turn off the
PrintError or you will get a double error message.

When Oracle runs in to an error, the error messages only go to the

error_log.  Is there a way I can capture those and display them to the
application in some pleasant format?
