Can you please try to reproduce this with Tor 0.2.2.x? Tor 0.2.3.x and Vidalia 0.2.19 both migrated to testing in a very short time range, so it's not clear to me if the problem you are experiencing was triggered by one update or the other. FWIW, that looks very much like upstream's https://trac.torproject.org/projects/tor/ticket/5325, which is marked as fixed in Vidalia 0.2.18 and 0.3.2.
