Bug#692548: lintian: "zxx no" in data/files/locale-codes

data/files/locale-codes has this line:
zxx no

It doesn't make sense: zxx means "no linguistic content" (so it 
probably shouldn't be listed in this file at all), whereas "no" is the 
Norwegian macrolanguage.
