This message is a bit old but the problem is still current and it has a simple solution.

You create your own metapackage ...

The "equivs" package is designed for precisely this situation ... you need dpkg/apt to think you have a particular package installed but you don't want any of the contents of the package to be installed.

All you do is give equivs the name and version (and any of several other things you may want) of the package you want to fake then install the "fake" package it generates.

Problem solved. Bug 583849 FIXED.
