Hello, I can confirm this is still a problem on Iceweasel 35.
Switching to Mozilla's Location Services seems the best way forward. They currently do not require a valid API key (https://location.services.mozilla.com/v1/geolocate?key=test does work, though the Debian Mozilla team could reach them to see if there's a requirement for using their services on a large scale). The coverage is very decent https://location.services.mozilla.com/map and is getting better thanks to user contributions. The published data is also under a Creative Commons license (https://wiki.mozilla.org/CloudServices/Location/FAQ) which I believe is DFSG-compliant.
