This is not going to happen. It is only appropriate for a config file to be a conffile when it is rare that the config file will be edited, and never through the use of automatic scripts in the distribution (such as maintainer scripts, or the installer). Setup of serial consoles in /etc/inittab is handled by the installer, so it would never be appropriate to make this file a conffile. What is the ultimate outcome that you are looking for here? Did you want this config file to be removed when replacing sysvinit-core with systemd?
