Please stay on the topic of this bug. ntp is not going away - can we please see this fix migrated
into testing?
I have tried the fix provided by Alexandre Detiste above and it appears to
work(jessie).

Description=Network Time Protocol daemon
After=network.target
[Service]
+ EnvironmentFile=-/etc/default/ntp
ExecStartPre=/usr/sbin/ntpconf
ExecStart=/usr/sbin/ntpd -n $NTPD_OPTS -u ntp:ntp -c /var/lib/ntp/ntp.conf
[Install]
WantedBy=multi-user.target

The current package spews errors in the log -

The added ntp.service file apparently fixes it.
