The attached patch allows lsb to be built on a sarge system, and at least lsb-base to be installed correctly on sarge (tested on i386). Obviously lsb-core will be uninstallable without more work by the backporter due to the glibc dependency. The patch is based on the example in http://lists.debian.org/debian-devel-announce/2005/06/msg00010.html; fwiw, that post also states that the appropriate version of dpkg-dev to depend on for the new DEB_* variables is 1.13.5, not 1.13.2.
