Hi, It is currently served as a replacement of cursor.pcf.gz in X11 fonts, and to use it, set your x-cursor-theme to core.theme.
And the size of other cursor themes is changeable, and there's currently no Debian way to change the cursor size. To change it, create a file in /etc/X11/Xresources/ or ~/.Xresources and have a line with Xcursor.size: 48 According to Adwaita cursor theme, currently legit options for cursor sizes are 24px, 32px, 48px, 64px and 96px.
