Just to report progress and status, I created the package here:

https://alioth.debian.org/plugins/scmgit/cgi-bin/gitweb.cgi?p=tts/festvox-us-slt-hts.git;a=summary

I am no longer interested in looking for a sponsor for the package, and the
packaging itself is probably outdated (last commit August 2014).

If anyone is willing to make the effort of packaging it and maintaining it,
feel free to do so.
