Oh, gah, this was *not* included in 3.9.7.0.  Instead, a bunch of really
weird things happend to the Policy Git repository.

That does make me feel better about the communication, though.  :)

This change *will* be included in the upcoming 3.9.9.0 upload, so the
request to include them in base-files still applies, but base-files is not
out of sync with current Policy.  I'm now fixing up the Policy Git
repository.
