'AWSHTTPSConnection' object has no attribute 'ssl_context' downgrading to 2.12.4-1 restores normal functionality. I haven't looked to see if awscli is playing dirty pool and fiddling with things that were never part of a guaranteed API, if that's the case, reassign as necessary.
