Could this be the problem you're seeing: https://bugzilla.redhat.com/show_bug.cgi?id=1489854 It seems we're somehow not tracking ports over daemon restarts anymore. If it is your problem it should go away if you - shut down all vms - restart libvirtd Port allocation should now work _until_ you restart libvirtd again.
