Could this be the problem you're seeing:

It seems we're somehow not tracking ports over daemon restarts
anymore. If it is your problem it should go away if you

 - shut down all vms
 - restart libvirtd

Port allocation should now work _until_ you restart libvirtd again. If
this is the issue I'll mark this bug as forwarded.
