--debsnap is *not* the replacement, it's a different functionality that
was there before. The "replacement" is to not use --download but just
leave it out. See the examples at the bottom of the manpage. So what was
--download before is now:
gbp import-dsc apt:bash
gbp import-dsc https://whereever.your.dsc.is/package.dsc
