The menu appears, but my windows aren't scaled down. * What exactly did you do (or not do) that was effective (or ineffective)? * What was the outcome of this action? * What outcome did you expect instead? I tried disabling all extensions. Then it worked normally again. Then I enabled Native Window Placement and the problem reappeared. So, enabling this extension causes the wrong behaviour. Disabling it causes the right behaviour to appear again.
