I see, but I think that a recommendation fits better:

Zenmap (like nmap) works fine also as a normal user, starting it as root is not
a requirement. Only some functionality requires root.

When it is a recommendation, most desktop users will still get it automatically
installed, so I don't think it will break something for the average user.
