Thank you for reporting a bug. It isn't clear to me what the problem is. Can
you list the steps to reproduce along with your expectations?

That said, please note that it is the kernel that facilitates ufw's logging.
ufw does ship /etc/rsyslog.d/20-ufw.conf which can be configured to redirect
its logs to /var/log/ufw.log along with /etc/logrotate.d/ufw which will rotate
/var/log/ufw.log and call 'invoke-rc.d rsyslog rotate', which is the standard
way to rotate rsyslog-managed logs. Could it be that your rsyslogd is not
properly restarting for some reason? If so, this would be a bug in rsyslog. It
also seems like you removed /etc/logrotate.d/ufw (see above).
