Noticing an aborted conversion run is very easy: /bin would be full of 
symlinks. If usrmerge fails mid-conversion then it MUST be run again 
until the conversion is complete: if other packages are installed in 
that time then the system will be left in an inconsistent state.
All this is explained by the error message (which you actually reported 
in #914716 :-) ).

If you want to try a conversion on a temporary snapshot you may use 
https://salsa.debian.org/md/usrmerge/blob/initramfs/development/kvm .
