Rather than poking at this per package (and then having to revert it all again in each package), I think you should be aware of the work that has recently been done on debian policy and was merged for debian policy 4.2.0: https://www.debian.org/doc/debian-policy/upgrading-checklist.html#version-4-2-0 For full discussion see http://bugs.debian.org/459427 Next up would be to adapt these changes in debhelper, so that it would just "do the right thing" (without having to override the behaviour in each package). See https://bugs.debian.org/906827 I thus think your recently submitted patches (for this bug report and the others that where also filed recently) are misdirected and would better *not* be applied (since it's busywork having to pull them in just to turn around and remove them all again).
