Replying from my phone. The work is done, just waiting for copyright confirmation of debian/*. With the new upstream, conversion to dh-elpa (total repackaging minus the changelog), etc. I wonder if it might be necessary to upload as src:php-mode. Bin:elpa-org-mode provides bin:php-elisp in any case.
