Now every package that uses tsc is having to add symlink for system modules to local node_modules directory. See node-xterm for an example, https://salsa.debian.org/js-team/node-xterm/blob/59935974572560cee71ca6fcb28661a6e67ac052/debian/rules#L10
Primary use of node-typescript is building other debian packages and it should be adapted to that purpose (like grunt and gulp).
