Feel free to argue your case upstream. I don't have any intention to
play games with moving files to different locations than upstream
installs them (and cause grave bugs like the ones in eg. neomutt!).

Fwiw, I don't agree that the init system is a user. (Neither is dbus.)
Also, any binary /can/ be executed by a user - the difference is
how useful it is to do so. I don't see why anyone would or should
ever execute the iwd binary directly.
