"Many new translations" doesn't particularly make a package a good
candidate for a stable update. Hardening changes, feature additions and
a debhelper bump to a version that's not even in stable certainly
don't.

The intent of a stable update is to make the changes required to fix
the issue being discussed, which in most cases does not mean pulling in
a new version of the package from testing.

That is correct, but as per section 5.5.1 this bug report should also
include a debdiff of the package you're proposing to upload, containing
the "minimal and relevant" fix. (3.1.2 also mentions "providing a
targeted fix".)

The example debdiff that a commenter provided in #960132 is more of the
type that we'd generally expect, with the assumption that the proposer
of a p-u bug has produced said debdiff by building and testing the
package in a stable environment.
