Installation instructions for GNU/Linux are found at https://guide.elm-lang.org/install/elm.html. Unfortunately I do not have the know-how to maintain this package myself. Possibly https://salsa.debian.org/js-team would be willing to maintain it? Alternatively, pkg-haskell might be another good fit, given the implementation language.
