Yesterday I filed Bug#983623 to ibus-mozc for a similar change and it has been uploaded to unstable. gnome-shell now Recommends: ibus, which breaks a fresh bullseye installation of Japanese (and probably Chinese) default desktop (that is, GNOME desktop.) In order to work around this issue, in Bug#983653 I have proposed a patch to add "Recommends: ibus-mozc | ibus-anthy" to task-japanese-gnome-desktop. Buster Japanese GNOME desktop uses uim, which has worked out of the box.
