Dear Maintainer,
   * What led up to the situation?
After boot snmpd not running   * What exactly did you do (or not do) that was
effective (or     ineffective)?   * What was the outcome of this action?Message
'Error opening specified endpoint "<* interface IP address *>"   * What outcome
did you expect instead?snmpd up and running

The reason for the startup failure is snmpd depends on the passive
network.target. The wifi
modem was not yet active and connected at the time the network target was
reached.was to change the service unit to depend on 'network-online.target'.
