As far as I can tell, the support provided by dictionaries-common makes emacs better if installed, but isn't needed if an emacs isn't installed. The maintainer scripts correctly check to see if the necessary binaries are installed before invoking them. Would it be possible to change the emacsen-common Depends to a Recommends? dictionaries-common is the only thing on my system pulling in the emacsen-common machinery, and dictionaries-common is in turn a dependency of required packages for various other programs.
