This version has a few notable improvements over 1.1a, in particular: - Improved quality of traffic shaping, especially for ingress traffic, which no longer drops packets. - Ability to limit only ingress or only egress traffic. - Support for configuration files. In order to support selective traffic limiting, the new version has a different command line syntax, which should probably be mentioned in the NEWS.
