I explicitly abstain from voting.

Rationale: I am severely biased on this matter. When I started working
on /usr-merge, I indicated that I would abstain from related votes. This
is one of those votes. If I were instead voting A = N as a means of not
biasing the vote, I would lower the quorum by providing a vote and thus
increasing other voter's vote weights. Hence, I am not providing a vote
at all on this.

On a technical level, I support this matter of course and I even
encouraged developers to ignore the moratorium in specific cases already
as a means to gather more experience with doing so. For more background
