Can this still reproduce using power-profiles-daemon 0.21-1? It's available in unstable.
If so, can you please check the value of "/sys/devices/system/cpu/intel_pstate/no_turbo" at the time of the problem? If the kernel doesn't advertise turbo support then power-profiles-daemon can't do anything about it.
