I don't see the necessity for a Depends: gnupg. The postinst script calls apt-key (which is in package apt). So gnupg is only needed if someone wants to examine the contents of the keyrings - a Recommends: gnupg should be enough for this. E.g. debian-keyring also Recommends: gnupg. Removing gnupg+libraries frees about 9.5MB in minimalistic installations like pbuilder environments.
