it seems that, without the obex-data-server package, it's not possible to send nor receive file using bluetooth-applet and bluetooth-send. When running bluetooth-applet, you can see: Bluetooth OBEX server failed: The name org.openobex was not provided by any .service files On the console. Same thing is displayed on the popup window when trying bluetooth-sendto. gnome-obex-send works fine without this, but installing the obex-data-server package fixes the problem.
