The following changes fix this for me: 1. Add docbook-xsl (>> 1.72) to the Build-Depends field of debian/control 2. Add DOCBOOK_XSL_172=Yes to the parameters for $(MAKE) in the build-indep-stamp: rule from debian/rules.
