Any combination of locales should work.

There are two possiblities, manually add Content-Type
for each locale, or enforce on translator to save
message in iso-8859-2. The last works only
with latin/europe languages and is not perfect solution.

Here is my configuration:

file server: root / cron / warnquota / exim4:
/etc/default/locale:
 LANG=pl_PL.UTF-8

changing to LANG=pl_PL doesn't change much (now email is in
iso-8859-2, but still no proper headers).

mailserver: courier: no locale at all (this is irrevelant)
